Avigal Horrow



Founder and Managing Director



Avigal has worked for over twenty-five years in various capacities as a licensed attorney. She first worked as a litigation associate for Fonda, Garrard, Hilberman & Davis and then Prestholt, Kleeger et.al, specializing in public entity and insurance defense litigation.


Avigal subsequently served as General Counsel for Inter-Con Security Systems, litigating, arbitrating and mediating on behalf of the company in the United States and twelve other countries. As General Counsel, Ms. Horrow enhanced corporate policies and procedures for national and international operations as well as the oversight and administration of all aspects of human resources and risk management compliance. Additionally, Ms. Horrow was involved in business and employee development, corporate governance and licensing for Inter-Con’s Corporate Headquarters as well as operations in over one dozen countries on four different continents.


Subsequent to serving as General Counsel for Inter-Con, Avigal served as Director of Human Resources and City Attorney II for the City of Vernon. AH Consulting Group has been assisting businesses with employment practices, human resources and vendor relationships from both a legal and business operation perspective for thirteen years. Clients have been from both the private and public sectors as well as non-profit organizations and have included litigation as well as transactional work.


Ms. Horrow also performs non-legal work in furtherance of her commitment to social justice and human rights. Over the last 8 years, Ms. Horrow provided educational presentations on issues of domestic violence, youth homelessness and human trafficking to wide ranging audiences, including health and human service providers, service clubs, and government officials. Through these efforts, she helped raise public awareness of these critical issues, advocated for stronger community collaboration, and provided linkages to 1736 Family Crisis Center’s various programs and resources for homeless youth, homeless and at-risk Veterans, victims of domestic violence, victims of labor and sex trafficking, and low-income families.


Currently, Ms. Horrow is planning to launch a Civic Engagement and Education Giving Circle in the Southbay of Los Angeles. She plans to continue to bring current socio economic issues and social justice concerns to her community and to provide them with an opportunity to learn about these issues as well as to provide an opportunity to work together to create an impact in our surrounding communities which will help serve others in need.
